Wave

When I walk at lakeside, I like to watch the waves. One day, I asked a question to my self, "It seems like waves are having their freedom to land at any lakeside they want, but they are directed by wind. We are people living in the City, when we moving in the city, we are the "wave" for the City. When we choose our destination, do we have the full control of where we will go to, or is there are any other factor that is affecting it?"
